The Second Annual Paseo Gateway Report was issued on the afternoon of Monday, March 19, roughly a year before three new housing developments are set for completion in the Historic Northeast.
The Pendleton ArtsBlock, Quinlan Place and Quinlan Row developments are expected to be complete in late spring of 2019, following in the footsteps of the Pendleton Flats apartments that began leasing units in September of 2017. Each of the developments was made possible by a Housing and Urban Development (HUD) $30 million Choice Neighborhoods Implementation Grant for Paseo Gateway, which was executed in January of 2016. Since then, the lead partnership of Brinshore Development and the Housing Authority of Kansas City, Missouri have collaborated on a multi-year project to replace the Chouteau Courts public housing development with new mixed-use developments primarily located in the Historic Northeast.
The 38 units in the Pendleton ArtsBlock development (Independence Ave. and Olive) will contain 37% market-rate units and 37% replacement units for previous Chouteau Courts residents. The remaining 26% of units will be for tenants earning less than 60% of the Area Median Income (AMI).
The 57 units at Quinlan Place (at 8th and Paseo) will contain 32% market-rate units, 38% replacement units, and 30% units for tenants at less than 60% of AMI.
The 22 units at Quinlan Row (8th and Woodland) will be 32% market-rate units, 41% replacement units, and 27% for those below 60% of AMI.
