KANSAS CITY, Missouri – A disturbance call to a residence at the 1600 block of Elmwood this morning turned into an Operation 100, a term used to describe situations that require a negotiator response.

Officers were initially called to the residence because a man was making threats. The Operation 100 procedures were initiated shortly thereafter, after the individual refused to leave the home. KCPD Chief Darryl Forte indicated as the incident unfolded that a young child was inside the residence with the barricaded man.

Police negotiators successfully ended the standoff just before noon when an adult male, an adult female, and two young children (ages five and one) exited the premises safely.
