A Kansas City man who disrupted Mayor Sly James’ State of the City address in March 2013 has pleaded guilty to the misdemeanor charges of resisting arrest and obstruction of government operations.

Derron Black, as part of a plea agreement, was sentenced at a hearing yesterday afternoon to one-year probation. Imposition of the sentence was suspended on condition that Black adhere to several probation conditions, including 10 days of shock jail time, attendance at an anger management class, continued mental health counseling and continuance of bond conditions already in place, including keeping a safe distance from the mayor and his security detail.

Black originally was charged with a misdemeanor count of Assault on a Law Enforcement Officer. That count was changed to Resisting Arrest as part of the agreement.

In addition, Black was released on his own recognizance related to a more recent violation of an order of protection. Black must comply with the conditions of the protection order. A court date to review that compliance is set for Feb. 20 at 2:30 p.m. in Division 1 of the Jackson County Circuit Court.
