KANSAS CITY, Missouri – Indian Mound neighborhood residents living near St. John and Topping can breathe easier, at least for the next 21 hours. Known scrap thief and drug head Phillip Noel was arrested again this morning inside the 114 N. Topping property. The residence, long boarded and vacant, has been a problem for neighbors due to the constant illegal activity that takes place in and around the property. The house is on a short list of properties being addressed by East Patrol Major Joe McHale and a team from City Hall for expedited clean up and demolition.

Noel was transported to the South Patrol Police station today and will be held for at least 21 hours. City crews will be dispatched to re-secure the property.
