City announces changes to affect taxpayers

On Wednesday, Dec. 23, the City of Kansas City, Mo. notified taxpayers of tax-related changes that begin January 1, 2021.

“We want Kansas City, Missouri, taxpayers to be ready to make the necessary adjustments,” according to the press release.

Here are the new requirements that will affect taxpayers and businesses for the upcoming tax year:

  1. All withholding returns must be filed electronically. If you don’t file electronically, you may be penalized. Included in this requirement are the Employer’s Quarterly Return of Earnings Withheld (Form RD-110), the Employer’s Annual Reconciliation of Earnings Tax Withheld (Form RD-113), and submission of W2 records.
  2. All Utility Franchise Taxes/Fees returns must be filed electronically. Failure to file electronically may result in filing penalties. Included in this requirement are the Utilities License Tax, Quarterly License (Form-UTIL), the Utilities License Monthly/Quarterly Emergency Tax (Form-EMER), and the Cable Television Franchise Fee (Form RD-CABL).
  3. The State of Missouri no longer notifies taxpayers of changes to local sales tax rates through the U.S. Postal Service. However, please note that there is a .25 cent increase in the Kansas City, Missouri, sales tax rate due to the voter-approved fire sales tax. As of Jan. 1, 2021, the combined sales tax rate for the City of Kansas City is 3.25%.

February 1, 2021 For withholding customers, copies of your employees’ W2s and the Employer’s Annual Reconciliation of Earnings Tax Withheld (Form-113) must be filed electronically

February 28, 2021 Annual Business License Application (Form RD-105 or Form RD-103)

April 15, 2021 Wage or Profits Return Earnings Tax (Form RD-109/RD-108) or Extension – Wage or Profits Earnings Tax (RD-112/RD-111) (If filing an extension, at least 90% of the actual tax due must be remitted to the City in order to avoid penalty and interest.)
